TsAGI taking part in JARUS International Committee meeting

Vladimir Shibayev, Director of the Center for the Examination and Certification of Aeronautical Equipment (CECAE) of the Central Aerohydrodynamic Institute named after Professor N.E. Zhukovsky (a member of the National Research Center “Zhukovsky Institute”, NRC), participated in a plenary meeting of JARUS on the development of regulative documents for unmanned aerial systems (Joint Authorities for Rulemaking on Unmanned Systems — JARUS). The event took place in Chéngdū (China), in the territory of XIHUA University, October 14 — 18.
One of the key issues was to consider the project of international airworthiness standards for unmanned aircraft with/without VTOL capability, with a max take-off weight of up to 3175 kg and up to 8618 kg, correspondingly. This document will be submitted as a recommendation to EASA.
“In 2018, TsAGI worked out the airworthiness standards for unmanned aircraft systems of airplane- and helicopter-type with a max take-off weight of up to 750 kg. We submitted the project to the RF Ministry of Transport to prepare it to be approved as the Federal Aviation Regulations. Besides, in the frames of JARUS activities, these recommendations were handed over to EASA. One current hot issue is the certification of heavy (three to eight thousand kg) unmanned vehicles of various type and purpose. I am sure that together with the international experts we’ll reach a common optimal solution”, said Vladimir Shibayev, member of “Airworthiness” Working Group (WG-3), Russia’s representative in JARUS.
Also, the Committee meeting discussed such topical issues as control capability by group of unmanned aircraft with the help of external pilot stations, transportation of humans on unmanned vehicles, autonomous autopilot flights of unmanned vehicles using the artificial intelligence elements and machine learning algorithms.
The aim of Joint Authorities for Rulemaking on Unmanned Systems — JARUS Committee is to work out recommendations and create a unified base of technical and operating requirements, as well as safety requirements for certification and safe integration of unmanned aerial systems in common airspace and ground infrastructure. The organization comprises experts from 62 countries. The Russian Federation in JARUS is represented by the Director of CECAE FSUE “TsAGI” V.M. Shibayev
