TsAGI Takes Part in Conference on Military Industrial Complex Diversification within Army-2021 International Military-Technical Forum

Delegation from TsAGI (a part of NRC “Zhukovsky Institute”) took part in Army-2021 International Military-Technical Forum. The delegates were headed by Kirill Sypalo, Director General (TsAGI), Corresponding Member of the RAS. The key event of the forum was the conference titled “Diversification of Military Industrial Complex. Transforming the Production Basis”. Organized by Russia’s Collegium of the Military-Industrial Commission, the conference was held from August 23 to 27.

At the opening day, Vladislav Granich (Deputy General Director, TsAGI; Head of TsAGI’s Moscow Complex) participated in conference, “Diversifying defense industry complex for large private companies (financing, competencies, new markets)”, organized by Committee of Russian Union of Industrialists and Entrepreneurs on Investment Policy, Development Institutions and Export Support. The event was moderated by Igor Vdovin, Chairman of the Committee, and by Denis Kravchenko, Deputy of State Duma of the Russian Federation. The meeting focused on import-substitution projects by Russian companies, including the development of the high-tech production—considering Russian defense industry potential, mechanisms of government incentives for large private companies to implement joint investment projects with defense industry enterprises, and the forms of interaction between private business and defense industry. In particular, Vladislav Granich noted the role of diversification in science development.

‘Actually, any activity undertaken by TsAGI relates to diversification. The Institute does research within all technology readiness levels, from fundamental research to applied research, and the created technologies can be applied in a very large number of areas and projects,’ he said. Also, Vladislav Granich highlighted the need to diversify competences related to personnel training, and stressed the importance of the business participation in forecasting and modeling the future.

Yelena Pudalova, Head of Advanced Development, was another spokesperson from TsAGI. She delivered her report, “Integrating Higher and Corporate Education for Defense Industry Enterprises: Challenges and New Opportunities”, at “Diversification of Defense Industry: Human Resources in Russian Science”, a round table organized by the Ministry of Science and Higher Education of the Russian Federation. Yelena Pudalova emphasized that target training of the future defense-industry specialists has an increasingly-oriented nature and is exclusive in its content.

‘High-quality education of students and the exact education competences necessary for the industry may be obtained by combining universities’ education programs and corporate universities’ programs from top specialized research-and-production enterprises. This will provide a more flexible and prompt approach to forming student groups, both for target training and budget education. It will also increase the competitiveness of the universities’, said Yelena Pudalova.

Army-2021 is the International Military-Technical Forum organized by the Ministry of Defense of the Russian Federation. This year, the event was held for the seventh time. It focuses on promoting the Ministry’s technical renovation and its better efficiency, on stimulating innovative development of Russia’s defense industry, on activities of young talents from research organizations of the Ministry and the defense industry, on developing military-technological international cooperation, on patriotic education, on forming positive image of the Ministry as a modern and dynamically developing structure, and on popularizing the Russian Army service.

The Forum was held on August 22-28 at the Patriot Expo (Moscow Region, Kubinka town).
