Meeting on aircraft certification at TsAGI

21 November 2017

In mid-November, 2017 specialists of the Zhukovsky Central AeroHydrodynamic Institute (TsAGI, a member of the National Research Center “Zhukovsky Institute”) discussed issues of aircraft certification with their colleagues from PJSC “Ilyushin Aviation Complex.” The meeting was held at TsAGI.

Valery Matveev, the head of TsAGI’s Certification Centre (CC) held the event where he described the activities of his unit. The CC has more than 90 certificated experts-auditors.

The meeting dealt with questions of the certification of PJSC “IL” passenger airplanes which the Federal Air Transport Agency (Rosaviatsiya) assigned the CC for review. In particular the certification of the short-range aircraft Il-114-300, the upgraded version of the Il-114 turboprop, was discussed. Another topic of the discussion was the passenger Airbus IL-96-400M. It is the modification of the wide-body long-range transport airliner IL-96-400T.

“It was a productive meeting,” said Valery Matveev. “The experts of our Center had an opportunity to look through the work plan with PJSC ‘IL’ on the aircraft. The information will be used in further work on certification of Il-114-300 and Il-96-400M, where we are engaged. It is important to note that for the first time this certification event took place at TsAGI. To hold such meetings with experts on a regular basis will significantly help us promote cooperation with the developers of the aircraft.”

The Il-114-300 airliner is designed for local routes. It is fitted with a Russian manufactured digital flight-navigation suite ensuring take-off and landing under weather conditions which conform to ICAO category II standards. Usage of the TV7-117SM engines as power plants increases the flight range with a maximum passenger load of up to 1900 km as compared to the Il-114.

The Il-96-400M is a wide-body, long-range airliner created on the basis of the production Il-96 aircraft for the purpose of further development of this type of aircraft and increasing its transport capabilities due to the longer fuselage and more powerful PS-90A1 engines instead of the PS-90A powerplants. The Il-96-400M can carry up to 370 passengers. The large diameter fuselage provides a modern-day level of comfort for passengers during long flights. In terms of reliability, safety and effectiveness the Il-96-400M is equivalent to comparable foreign aircraft.
